International Action for Iraqi refugees (IAIR):
Special Iraqi Charity Dinner 7th May 2011

The main purpose of the Charity dinner was to raise awareness of the plight of Iraqi refugees in Syria, Jordan and Egypt and to raise funds for IAIR’s health and educational projects to support them in these countries.

IAIR’s Charity dinner took place at the Central Park Hotel in London on Saturday 7th May. The evening featured joyous Iraqi heritage, dinner and entertainment. The turnout was excellent, attendees were, chatting, laughing and enjoying the lively atmosphere throughout the night. There was a variety of delicious Arabic food, which many attendees commented on the generosity. For desert, traditional Halawa was served namely Zilabeeya, Halawa Jizar, Halgoum and Min Alsima.

The wedding show was acted out by young school students. The girls were wearing traditional Iraqi dresses of vibrant colours and sequences known as Hasheemeeya’ The bride entered acting out the wedding pre-paration stage whereby she wore a traditional Jalabeeya and Henna was applied to her hands. After, the bride changed into a modern white wedding dress and the groom entered by her side wearing the traditional dress of Arab Iraqi men, the dishdasha, an ankle length, typically white, loose-fitting, shirt like garment along with the Kooffiyah on the head which is a large chequered square scarf folded into a triangle with a black rope piece to secure it on the head.

On sale were unique Islamic decorative items for wall handing; CD compilation of traditional Iraqi songs which had a huge demand and was sold out quickly raising approx. £1,900. In addition, to add to the Iraqi theme, traditional wedding favors known as Shakar Aqid were being sold that included wrapped sweets, sugar coated almonds all wrapped up in a colourful Satan pouch with decorated ribbons. This raised £320 pounds.

Overall attendees gave positive feedback and enjoyed the atmosphere, some of the attendees quotes were:

“Tremendous! Well done! 200 people attended!!! Yesterday was such a lovely truly Iraqi night! The cultural aspect was wonderful, The wedding theme's idea, is pure genius! Looking forwards to more of the same! Long live your hands” Said Mrs. Tahrir Swift.

“Me and My daughter had a lovely time and my daughter particularly enjoyed taking part the show, it’s the first time she has worn a traditional outfit and she has now developed a great interest to learn more about the Iraqi heritage, thank you IAIR” Said Thikrayaat, Mother of one of the young volunteers.

“This is the first time I attend an IAIR event, I enjoyed the food, entertainment and lively atmosphere. I look forward to your future events” said Ahmed.

IAIR would like to thank everyone for attending and to all your generous contributions. We look forward to seeing you all again in the near future.

This revealed that 150 Iraqi children are sold on the black market annually with an estimated amount of money between 200 and 4000 BP. per child. The newspaper, which conducted extensive investigation on the subject, wrote that these children are subjected to various inhuman practices, including sexual abuse. The newspaper added that the failure of the authorities of Iraq in doing their duty to enforce the law on the street, and the state of lawlessness prevailing in the border between Iraq and neighboring countries, is the major cause of this humanitarian disaster, through which the children's trade grew up, not only in terms of sailing the little creatures in the local market, but also in transferring them abroad. It is clear that as a result of the popularity of this trade the incidences of children abduction increased and the kidnappers, sell them later in a small amount of money.

(Newser) – Ambassador Ryan Crocker says the US needs to get moving on admitting Iraqi refugees. In a State Department memo titled "Iraqi Refugee Processing: Can We Speed It Up?", Crocker writes that thousands of desperate Iraqis are facing bottlenecks to their resettlement, and that at the present rate it would take two years to admit the 10,000 refugees referred to the US by the United Nations.

The issue didn't get much attention during Crocker and Petraeus' recent testimony before Congress, but the ambassador appears increasingly concerned. The subject has divided the parties, and will likely be a major topic of discussion when Condi Rice meets with congressional leaders this week. "The least we can do is our part to allow those at risk to resettle here," says Senator Ted Kennedy.

يأمل كراد (يمين) وأخوه حسين أن يحظيا بمستقبل أفضل في بلد ثالث
غادر كراد، البالغ من العمر16 عاما، العراق مع أسرته هربا من العنف الدائر هناك إثرالغزو الأمريكي للبلاد عام 2003، واستقرت الأسرة في سوريا عام 2005. وبالرغم من أن الحكومة السورية توفر للأطفال العراقيين التعليم المجاني في مدارسها الحكومية، إلا أن كراد وأخاه علي الذي لم يتعد عمره 12 عاما توقفا عن الذهاب إلى المدرسة بسبب توليهما مهمة إعالة أسرتهما. وقد تحدث كراد لشبكة الأنباء الإنسانية (إيرين) عن حالته قائلا:
"أتيت إلى سوريا عام 2005 بصحبة والديَّ وإخواني الثلاثة. كنا نتلقى تهديدات مستمرة بالقتل باعتبارنا شيعيين مقيمين في حي سني، مما أجبرنا على مغادرة العراق. كان والدي يعمل في قوات الأمن العراقية، وقد ذهب في زيارة للعراق عام 2007 ثم اختفى بعدها. عدنا إلى الديار بحثا عنه ولكننا فشلنا في معرفة حقيقة ما حصل له.
كنت في الصف السادس عندما غادرنا العراق عام 2005، ومنذ ذلك الحين لم أعد إلى المدرسة قط. اضطررت للقيام بعدة أعمال في سوريا. حيث عملت في البدء في أحد المصانع ثم بعدها في أحد المطاعم ثم في محل تجاري وفي الكثير من الأماكن الأخرى. ولست الوحيد الذي أعمل. إذ يشاركني في ذلك أيضا أخي علي البالغ من العمر 12 عاما.
بعد فترة من استقرارنا في سوريا والتحاقي وأخي بالعمل، بدأت أدخل في مناقشات ومواجهات مع أمي لرغبتها في إخراج أخينا الثالث حسين من المدرسة وإجباره على العمل أيضا. كنت أرفض ذلك رفضا مطلقا. فعمره لم يتجاوز العشرة أعوام بعد، وليس هناك من سيقبل بتشغيله علاوة على أنه أصغر من أن يستطيع القيام بأي عمل. كنت أريده أن يواصل دراسته.
غضبت والدتي وقررت هجرنا. اصطحبت أخانا الصغير محمد البالغ من العمر 6 سنوات وغادرت البيت في مارس 2009. واتصلت بنا هاتفيا بعد شهرين لتخبرنا أنها في اليونان وبعدها توقفنا عن سماع أخبارها.

يقول كراد أنه يريد أن يعمل بجد ليتمكن من إبقاء أخيه الصغير حسين في المدرسة
أعيش مع علي وحسين في هذا البيت. ليس لدينا أقارب ولا أحد يسأل عنا بما في ذلك أهلنا في العراق. أعمل وعلي في مكتب عقاري في الوقت الذي يواصل فيه حسين الذهاب إلى مدرسته. أعمل من التاسعة صباحا حتى التاسعة مساء مقابل 3,000 ليرة سورية [ حوالي 65 دولار] شهريا. أما علي فيعمل من الساعة التاسعة صباحا حتى الساعة السابعة مساء مقابل 2,000 ليرة سورية [حوالي 43 دولار] شهريا. أزاول العمل نفسه منذ عام ونصف. وبالرغم من طول ساعات العمل إلا أنني سعيد بعملي لأن الناس طيبون ويعاملوننا معاملة حسنة. نقضي يومنا في التنظيف وتحضير الشاي والقهوة للموظفين.
نحصل على 8,500 ليرة سورية [184 دولار] شهريا من المفوضية السامية للأمم المتحدة لشؤون اللاجئين ونخصص هذا المبلغ لتغطية قيمة الإيجار وفاتورة الكهرباء والمياه.
أتمنى لو أستطيع العودة إلى المدرسة. ولكن كيف سنتمكن من البقاء إذا توقفت عن العمل؟ لم أفكر قط في ما أتمنى أن أكون في المستقبل. كل ما أفكر فيه هو كيفية الاعتناء بأخويَّ.
لقد عانينا كثيرا إثر تخلي أمنا عنا. فنحن شديدي الارتباط بأخينا الصغير محمد. كل ما نتمناه الآن هو أن نتمكن من إعادة الاستقرار في بلد ثالث. إذ يبدو ألا مستقبل لنا في سوريا أو في العراق".

اللاجئون العراقيون في سوريا بلغوا حالة من القنوط بعد إن نفذ ما حملوه معهم من مال ومتاع
يُجري برنامج الغذاء العالمي التابع للأمم المتحدة اليوم (الثلاثاء) تجربة على برنامج جديد لتوزيع المواد الغذائية على المحتاجين من اللاجئين العراقيين في سوريا،حسبما ذكرت الناطقة باسم برنامج الغذاء العالمي اميلا كاسيلا.
واوضحت كاسيلا: إن الطريقة الجديدة لتوزيع المواد الغذائية محاولة لتحسين النظام الغذائي للاجئين العراقيين ولترويج بضاعة التجار والمزارعين المحليين.
واضافت كاسيلا:إن حوالي مليون من اللاجئين العراقيين في سوريا بلغوا حالة من القنوط بعد أن نفد ما حملوه معهم من مال ومتاع بعد نزوحهم عن وطنهم.

الموضوع - الاطفال المشوهين في الفلوجة تشعر نساء مدينة الفلوجه، غرب العراق، بالخوف والفزع من مسألة الحمل بسبب ازدياد اعداد الاطفال الذين يولدون بتشوهات خلقية مروعة، مثلا بدون رؤوس، او رأسين ، أو عين واحدة في وسط الجبهة ، أو بشرة مصدّفة اوأعضاء مفقودة كلياً ، كما ازدادت الحالات المرضية عند الاطفال في الفلوجه وخاصه الامراض السرطانيه ومنها اللوكيميا ٠ ان هذه التشوهات موثقة، الان، بدقة حيث قامت محطة " سكاي تي في"، في المملكة المتحدة، بتقديم برنامجين وثائقيين عن الموضوع، عرض الاول في حزيران / يونيو 2008 ، والثاني في أيلول / سبتمبر 2009 ، وقد وثق البرنامج في أيلول، من خلال الاتصال المباشر مع اطباء في الفلوجه، تسجيل 170 حالة ولادة حديثة في مستشفى الفلوجة ، 24 بالمائة منها لاطفال ماتوا خلال اسبوع و75 بالمائة من هولاء ولدوا مشوهين خلقيا ٠وتبدو النتيجة مرعبة بمقارنة هذه الارقام بسجلات شهرآب / أغسطس 2002 ، الموثقة لولادة 530 ، توفى منهم ستة اطفال فقط في الاسبوع الاول ووجود حالة تشوه واحدة٠ ويشير اطباء الفلوجة الى انهم لاحظوا، بالاضافة الى هذه التشوهات ، حدوث ولادات غير مكتملة ازدادت بعد 2003 ، فضلا عن الخطر المحدق بالاطفال الذين بقوا على قيد الحياة بعد الاسبوع الاول حيث ظهرت مشاكل صحية اخرى

جماعة حقوق إنسان :لاجئو الأقليات العرقية في العراق في خطر

ذكرت جماعة حقوق إنسان معنية بالأقليات اليوم (الخميس) ان لاجئين من الأقليات العراقية يواجهون انعدام الأمن ويخاطرون بفقدان هويتهم الدينية

والثقافية وهم يسعون إلى اللجوء في الدول المجاورة وأوروبا الغربية.وتقدر وكالة اللاجئين التابعة للأمم المتحدة ان نحو 1.9 مليون شخص فروا من العراق الذي مزقه تقريبا القتل الطائفي في الأعوام التي أعقبت احتلال العراق في 2003. وأوضحت المجموعة الدولية لحقوق الأقليات في تقريرها : ان عددا غير متناسب من الذين فروا من العراق كانوا من أقليات عرقية أو دينية بما فيهم المسيحيون والشركس والصابئة المندائيين والشبك والتركمان واليزيديين.وأضافت المنظمة :ان بعضهم قام برحلات خطيرة إلى أوروبا لكي يواجهوا بسياسات اللجوء الصارمة والتمييز وفي بعض الأحوال العودة الإجبارية.وذكر كارل سودربرج مدير السياسة في المجموعة الدولية لحقوق الأقليات : بعض الجماعات مثل المندائيين الذين يبلغ تعدادهم بضعة الاف في العالم معرضون لفقدان العديد من ممارساتهم الدينية والثقافية حيث أنهم متفرقون داخل البلاد وأنهم معرضون لخطر الاستئصال الثقافي.وتشير أرقام وكالة اللاجئين التابعة للأمم المتحدة إلى ان نحو 450 الف عراقي يعيشون في الأردن ونحو 1.2 مليون في سوريا. وهناك نحو 2.6 مليون اخرين نازحين داخليا في العراقوأضاف سودربرج :الأقليات تغادر العراق لأنه يتم استهدافهم بالهجمات بسبب ديانتهم أو ثقافتهم ولكن الخروج من البلاد ليس ضمانا لسلامتهم وأمنهم.يقين + وكالات

المسؤولة الاعلامية لمنطقة الشرق الاوسط في منظمة "اوكسفام" البريطانية الغير الحكومية مديحة سلطان أوضحت إن المنظمة اعتمدت على مصادر رسمية ودولية في إعداد تقريرها الأخير عن العراق بشأن التدهور الحاصل في الوضع الإنساني: "ان التقرير علمي وكل الإحصاءات الواردة فيه منسوبة إلى مصادرها سواء أكانت منظمات تابعة للأمم المتحدة أو منظمات غير حكومية أخرى كالصليب الأحمر والهلال الأحمر. كلها أرقام مخيفة خاصة وأن الوضع الإنساني في العراق يزداد سوءاً حيث سجل ارتفاع مخيف لحالات سوء التغذية لدى الأطفال إضافة إلى المشاكل في التعليم التي تجاوزت 90 في المئة. كما سجل ارتفاع في حالات وفاة الأطفال في سنوات عمرهم الأولى. إن للوضع الأمني تأثيراً كبيراً على الحالة الإنسانية والمعيشية السائدة حالياً في العراق والعديد من المنظمات غير الحكومية والمنظمات الإنسانية إما أنها غادرت العراق بسبب تردي الوضع الأمني أو أنها قلصت نشاطاتها إلى الحدود الدنيا. إن الاهتمام العالمي بالعراق موجه أكثر نحو التنمية وإعادة الاعمار، وتمويل القسم الأكبر من تبرعات الدول المانحة تذهب بأغلبها بهذا الاتجاه. نستطيع القول انه ما بين العامين 2003 و2005 تضاعفت المبالغ المخصصة للاعمار بنحو 922 في المئة في حين أن المبالغ المخصصة للعمليات الإنسانية انخفضت الى 47 في المئة. هذا ما حدا إلى وضع هذا التقرير لحث العالم على إعادة النظر بالأولويات ومعالجة هذه الآفة التي تضرب كل العراقيين بكل طوائفهم وشرائحهم العمرية".

المتحدثة باسم المفوضية العليا لشؤون اللاجئين في مصر عبير عطيفه قالت إن العديد من اللاجئين العراقيين المسجلين لدى المفوضية يعانون من أوضاع اقتصادية صعبة: "إن أعداد اللاجئين العراقيين المسجلين رسمياً في مصر يصل إلى نحو عشرة الاف شخص، أربعون منهم هم من الأطفال. إن بعض العراقيين نفذت مدّخراتهم، فيما يواجه البعض الآخر صعوبة في مزاولة الأعمال التجارية نتيجةً للقوانين المصرية. ونتيجة للأزمة، عزف بعض العائلات العراقية عن إرسال الأطفال إلى المدارس نتيجة للظروف المعيشية الصعبة، علماً أن المفوضية تشجع العائلات على تسجيل الأولاد في المدارس وتوفر لهم ما نسبته ثمانون في المئة من أعباء الدراسة الخاصة. كما أن المفوضية تقدم بعض التقديمات الصحية لكن بشكل مؤقت وأحياناً لا يمكن تغطية إلا الحالات الطارئة. وتعمل المفوضية على وضع برنامج لعودة طوعية للمهجرين العراقيين إلى العراق شرط أن تكون العودة إلى مناطق آمنة والمفوضية توفر لمن يرغب طوعاً بالعودة نفقات السفر. إن الحكومة العراقية قدمت مساعدات مادية ومنحاً إلى الحكومة الأردنية لتغطية نفقات إقامة المهجرين الموجودين في الأردن لكن لا علم لنا بأي مساعدات قدمتها وزارة المهجرين العراقية إلى السلطات المصرية لمواجهة الأعباء المترتبة عن إقامة المهجرين العراقيين في مصر".

قد تجد المفوضية السامية للأمم المتحدة لشؤون اللاجئين نفسها مضطرة لتقليص الخدمات التي تقدمها للاجئين العراقيين في سوريا والأردن بدءاً من يناير/كانون الثاني 2010 بالرغم من الخمسة ملايين دولار الذي حصلت عليها من المملكة العربية السعودية في 28 يونيو/حزيران. وسيؤثر هذا التقليص بشكل خاص على المساعدات المالية والصحية التي تقدمها المفوضية للاجئين في حال لم تحصل على المزيد من التمويل.
وفي هذا السياق، قالت كارول لاليف، المتحدثة باسم المفوضية في سوريا: "لدينا فقط 38 بالمائة من الميزانية التي نحتاجها لتغطية تكاليف مشاريعنا العراقية لعام 2009 [مساعدة اللاجئين العراقيين داخل العراق وخارجه]".
وأضافت أن "التبرع الذي تقدمت به السعودية كريم للغاية ولكننا نحتاج إلى تبرع المزيد من الدول المانحة حتى نصل إلى الـ 397 مليون دولار التي نحتاجها لتمويل برامجنا الخاصة باللاجئين والنازحين العراقيين. وإذا ظل الوضع على ما هو عليه، سنضطر لتقليص خدماتنا مما سيؤثر سلباً على اللاجئين المستضعفين".
وقد قدر مسح الأمم المتحدة للاجئين في العالم لعام 2009، والذي تم إصداره في مايو/أيار، عدد اللاجئين العراقيين الموجودين في سوريا حالياً بحوالي 1.2 مليون لاجئ، سجل 209,200 منهم أسماءهم لدى المفوضية حتى نهاية الشهر الماضي. وفي ظل عدم قدرة اللاجئين العراقيين في سوريا على العمل وتقلص مدخراتهم، بدأ المزيد منهم يعتمد أكثر فأكثر على المفوضية للحصول على المساعدات المالية والخدمات الصحية والتعليم والغذاء.
في المقابل، يستضيف الأردن ثاني أكبر عدد للاجئين العراقيين، حيث قدر مسح الأمم المتحدة للاجئين في العالم عددهم بحوالي 450,000 لاجئ منهم 65,000 سجلوا أسماءهم لدى المفوضية حتى يناير/كانون الثاني 2009.

بمناسبة اليوم العالمي للجوء الموافق 20 يونيو من كل عام، طالبت المنظمات غير الحكومية العراقية ومنظمات الأمم المتحدة العاملة في العراق بتقديم الدعم للاجئين العراقيين والمساعدة في خلق الظروف الملائمة لتشجيعهم على العودة الطوعية الكريمة والدائمة.
وفي هذا السياق، قال باسل عبد الوهاب العزاوي، رئيس المفوضية العراقية لمؤسسات المجتمع المدني، الواقع مقرها ببغداد والتي تشمل أكثر من 1,000 منظمة غير حكومية داخل وخارج العراق: "إننا، بالنيابة عن جميع المنظمات غير الحكومية العراقية ، ندعو الأمم المتحدة وجميع المنظمات الدولية لتوفير الحماية وتسهيل إعادة توطين جميع اللاجئين العراقيين المتضررين من العنف، والمساعدة على رفع عدد اللاجئين المقبولين لإعادة الاستقرار في بلدان [ثالثة] آمنة".
ووصف العزاوي استجابة الدول المتقدمة لطلبات إعادة الاستقرار التي تقدم بها اللاجئون العراقيون على أنها "جد محدودة، حيث لم يتم قبول سوى عدد قليل جدا من اللاجئين خصوصا في أوروبا وكندا". كما أفاد أن الوضع الأمني في العراق لا يزال غير جيد وأن الخدمات العامة لا تزال متدهورة
وقال لشبكة الأنباء الإنسانية (إيرين) أنه "في الوقت الذي لا تزال بلادهم ترزح تحت وطأة الاحتلال وتشهد أنواع مختلفة من النزاعات، يجب أن يتم توفير الحماية لهؤلاء المهجرين. كما أن إجبارهم على العودة [بأي شكل من الأشكال] أمر مرفوض".
مطالبات بالدعم المستمر
طالبت الأمم المتحدة في بيان صادر عنها بالاشتراك مع مجموعة من المنظمات الدولية الأخرى المانحين بتقديم الدعم المالي اللازم لضمان توفير الخدمات الأساسية للنازحين المستضعفين ومستضيفيهم. وجاء في هذا البيان أن "الدعم المستمر ضروري لحماية النازحين واللاجئين وضمان عودتهم وانخراطهم في مجتمعاتهم من جديد".
ووفقا للمفوضية السامية للأمم المتحدة لشؤون اللاجئين، هناك حوالي مليوني لاجئ عراقي في البلدان المجاورة خصوصاً في سوريا التي تستضيف ما بين 1.2 و1.4 مليون عراقي، والأردن الذي يستضيف ما بين 500,000 و600,000 عراقي، بالإضافة إلى لبنان ومصر وتركيا وإيران ودول الخليج.
وتستمر أوضاع اللاجئين العراقيين في المنطقة في التدهور في ظل افتقار معظمهم للحق في العمل. كما تشهد احتياجاتهم تزايدا بسبب استنفاذهم لمدخراتهم نتيجة طول فترة نزوحهم وارتفاع أسعار البضائع الأساسية في البلدان المضيفة، وفقا للمفوضية السامية للأمم المتحدة لشؤون اللاجئين.
دعم النازحين
تقدر منظمة الهجرة العالمية عدد النازحين في العراق بحوالي 2.8 مليون نسمة، منهم 1.6 مليون شخص نزحوا إثر تفجير ضريح شيعي شمال بغداد في فبراير 2006 وما تلاه من اندلاع للعنف الطائفي.
وقد ساعد التحسن النسبي للأوضاع الأمنية في أجزاء من العراق منذ العام الماضي بعض النازحين على العودة إلى ديارهم. غير أن حوالي 40 بالمائة منهم وجدوا منازلهم مدمرة جزئيا أو كليا. ولم تتجاوز نسبة الذين توفرت لهم المياه الصالحة للشرب 17 بالمائة، في حين عجز 59 بالمائة من العائدين على تحمل تكاليف الوقود وبقي 35 بالمائة منهم عاطلين عن العمل، حسب منظمة الهجرة العالمية.
وفي هذا السياق، أفاد دانيال أندرس، مدير بعثة المفوضية السامية للأمم المتحدة لشؤون اللاجئين في العراق، في بيان له أن "العديد من النازحين والعائدين في العراق لا يحصلون على المأوى المناسب ولا على مياه الشرب الآمنة أو الخدمات الصحية".
من جهتها، أفادت نعيمة القصير ، ممثلة منظمة الصحة العالمية في العراق، أن تحسن الأوضاع الأمنية في العراق منذ العام الماضي أدى إلى ارتفاع معدل العودة في كل أنحاء البلاد. وجاء في تصريحها أنه "لتشجيع وحماية العودة، تحتاج الأسر للاطمئنان على أن الخدمات الأساسية مثل الوظائف والمدارس والسكن والرعاية الطبية تنتظرها عند وصولها. ونحن نحاول دائما تعزيز جهودنا لضمان توفر هذه الخدمات في أكثر المناطق توترا في العراق".

كشف مسح حكومي تم الإعلان عن نتائجه في 21 مايو/أيار أن ما بين 20 و25 بالمائة من سكان العراق الذين يقدر عددهم بنحو 27 مليون نسمة يعيشون تحت خط الفقر المحدد في البلاد. وبالرغم من الفوارق الشاسعة التي تم الكشف عنها بين المحافظات الشمالية والجنوبية إلا أن الحكومة صرحت بأن النتائج أفضل مما كان متوقعاً.
وقد جاء في هذا المسح الذي أجرته وزارة التخطيط والتعاون الإنمائي أن "الفقر يتركز في المناطق الريفية في العراق أكثر من المناطق الحضرية في جميع المحافظات".
كما وجد المسح أن أعلى معدلات الفقر تظهر في محافظة المثنى بالجنوب بنسبة 49 بالمائة، تليها بابل بنسبة 41 بالمائة وصلاح الدين بنسبة 40 بالمائة. في حين ظهرت أدنى معدلات الفقر في المحافظات الشمالية الثلاث التي تشكل إقليم كردستان العراق الذي يتمتع بحكم ذاتي، وهي محافظة دهوك حيث يعيش 10 بالمائة من السكان تحت خط الفقر وأربيل والسليمانية التي يعيش 3 بالمائة من سكان كل منهما تحت خط الفقر.
ويعرِّف المسح الفقر بكونه العيش على 76,896 ديناراً عراقياً (حوالي 66 دولاراً) في الشهر، أو 2.2 دولار في اليوم.
أفضل مما كان متوقعاً
وقد ألقى عبد الزهراء الهنداوي، المتحدث باسم الجهاز المركزي للاحصاء وتكنولوجيا المعلومات في وزارة التخطيط والتعاون الإنمائي، باللوم في ارتفاع معدلات الفقر على البطالة وتدهور البنية الأساسية وانتشار الفساد.
ولكن الهنداوي عبر عن اعتقاده بأن المعدلات كانت من الممكن أن تكون أعلى مما هي عليه بكثير، حيث قال: "كنا نتوقع أن تكون معدلات الفقر أعلى بكثير لأسباب متعددة، لكننا وجدنا أن برنامج المساعدات الغذائية الذي تنفذه الحكومة قد لعب دوراً كبيراً في مساعدة الفقراء".
وأضاف أن لجنة حكومية عليا، تتألف من مشرعين وممثلين عن وزارات مختلفة، تقوم بوضع إستراتيجية للتخفيف من الفقر في البلاد. وسيتم الإعلان عن هذه الإستراتيجية التي تهدف لمكافحة الفقر وتغطي الفترة من 2010 إلى 2014 خلال النصف الثاني من عام 2009. وأكد قائلاً: "نحن واثقون من أنه سيتم خفض معدلات الفقر في السنوات القليلة المقبلة إذا ما تم إعطاء دور كبير للقطاع الخاص لتحقيق التنمية الاقتصادية في البلاد".وكان نظام الحصص الغذائية في العراق قد بدأ عام 1995 في إطار برنامج الأمم المتحدة للنفط مقابل الغذاء، الذي ظهر في أعقاب غزو العراق للكويت قبل 17 عاماً. ولكن هذا النظام بدأ ينهار منذ الغزو الذي قادته الولايات المتحدة على العراق عام 2003 بسبب انعدام الأمن وسوء الإدارة والفساد.

Iraqi refugees: still a ‘long, long way to go’

During the war in Iraq, we were utterly reliant on a team of Iraqi drivers, translators and fixers.
They were optimistic that the Americans would bring freedom and hope – but over the years, as violence escalated, many ended up in crowded, dingy quarters in Syria and Jordan. They had no work, and no income.
Neither America nor Britain, which brought the war to Iraq, wanted to acknowledge those who had been forced to flee, because that would mean accepting that the project had been a disaster. Now, as security in Iraq improves, some are finding their way home.
President Obama has said that helping the refugees is both “a strategic interest and a moral responsibility” – something no British politician has yet acknowledged.
Our producer, Paul Eedle, who has remained in touch with many Iraqis from that time, has made a film and started a website - Hard Way Home, chronicling the lives of Iraqi refugees.
He’s hopeful that things will get better but says “there’s a long, long way to go.”

They remain reluctant to go back due to lack of security, the creation of ethnically cleansed neighborhoods, and poor government services. However, since the only realistic solution for the majority of displaced Iraqis is to return, the Government of Iraq, the United States, and the United Nations need to work together to establish safe conditions. The government needs to increase the effectiveness of education, health care, and employment programs. Estimates put the number of Iraqi widows at more than one million nationwide (file photo)BAGHDAD, 30 March 2009 (IRIN) - A camp consisting of 150 caravans has been set up by the Baghdad local authorities to accommodate a specific group of internally displaced persons (IDPs), a local official said on 29 March. “The camp will house only displaced families headed by widows in order to ensure that they get appropriate care,” Mazin al-Shihan, head of Baghdad council’s displacement committee, said. “Each family will have a caravan. We’ve already housed about 70 families and by the end of next week we hope to have accommodated 150,” he said. The camp in eastern Baghdad has a 500-KVA generator, washing facilities and a sewage system. A similar camp was built in western Baghdad in 2008. Each 40-square-metre caravan contains two bedrooms, a living room, a toilet and kitchen, and is valued at 21 million Iraqi dinars (about US$18,800), he said. “Such camps will ensure respect and protection for families in dire need of government care.” There are no accurate official statistics on the number of widows in Iraq but government bodies, and international and local NGOs agree that their number has risen since the US-led invasion in 2003. On 25 March the Iraqi Planning Ministry put their number at about 900,000. Iraq’s population is about 30 million. The report showed that over 62 percent of widows are over 65 years old; 5-6 percent are aged 35-44; 1.5-2 percent are 25-34; 1 percent are 15-24. This would leave about 29 percent in the 45-64 age bracket. The report did not give a breakdown of how many widows had lost their husbands due to violence or war. 40 ألف عراقي ينتظرون قبول طلباتهم في الخارج جنيف - الزمان قالت المفوضية السامية لشؤون اللاجئين التابعة للأمم المتحدة امس الثلاثاء ان ما يقدر بنحو 383 ألفا من طالبي اللجوء قدموا طلبات للاقامة في الغرب في عام 2008 بزيادة قدرها 12 في المئة عن عام 2007 حيث فر المزيد من الصوماليين والافغان من القتال في بلادهم. وقالت المفوضية العليا ان لاجئين من العراق ودول اخري يسعون الآن الي الاقامة الدائمة في اماكن مختلفة علي نطاق واسع ربما لأن الدول التي تمنح حق اللجوء تقليديا مثل السويد اصبحت تتبع سياسة متشددة ازاءهم. وقالت المفوضية في تقرير جديد ان حوالي 40500 عراقي سعوا للحصول علي حق اللجوء في الخارج في عام 2008 مما جعلهم في صدر القائمة للعام الثالث علي التوالي. وكانت طلبات اللجوء العراقية قد انخفضت بنسبة 10 في المئة لكنها قدمت في عدد كبير من الدول يصل الي 37 دولة في الغرب. وقالت المفوضية " هذا يوحي بان هؤلاء الناس الساعين للحماية الدولية يبحثون عنها في عدد اكبر من الدول." وقالت ان طلبات العراقيين المقدمة في السويد انخفضت بنسبة 67 في المئة بسبب سياسة منح اللجوء المقيدة بشدة لكن العدد وصل الي ثلاثة امثاله تقريبا في دولة النرويج المجاورة والي اربعة امثاله في فنلندا. وقالت المفوضية ان الصوماليين شكلوا ثاني اكبر مجموعة علي الاطلاق بتقديم 21800 طلب في الدول الصناعية وفي مقدمتها ايطاليا اي بزيادة 77 في المئة عن العام الاسبق "كتعبير عن تدهور الوضع في بلادهم." وتبعهم الروس في الترتيب حيث قدموا 20500 طلب لجوء وكانت بولندا هي المقصد الأول. وقدم الافغان 18500 طلب للجوء اي مثلي رقم العام الاسبق تقريبا الي بريطانيا وتركيا واليونان كمقاصد رئيسية. وارجعت المفوضية هذه الزيادة الي تصاعد الصراع في افغانستان. وقدم مواطنون صينيون 17400 طلب لجوء وهو رقم لم يتغير تقريبا. نصفها للولايات المتحدة. وقالت المفوضية ان اوربا تلقت ما يقرب من 290 الفا من مجموع هذه الطلبات اي بزيادة 13 في المئة عن العام الماضي.

" النساء العراقيات فريسة للفقر وانعدام الامن"

قالت وكالة اوكسفام للغوث في تقرير لها صدر بمناسبة يوم المرأة العالمي الذي وافق الاحد، ان نساء العراق يعانين من الفقر وانعدام الامن.
الوكالة الدولية اصدرت التقرير لتسليط الاضواء على ما وصفته بالاحباط الذي تعانيه النساء العراقيات جراء المصائب اليومية التي يواجهنها بعد سنوات من الصراع اثر الغزو الامريكي للعراق عام 2003.
واوضح التقرير ان "المرأة العراقية تعاني الاما مكبوتة وحصارا في ظل دوامة من الفقر واليأس وانعدام الامن الشخصي رغم الانخفاض العام في مستويات العنف في البلاد".
وحثت المنظمة، التي تتخذ من بريطانيا مقرا لها، الحكومة العراقية على زيادة الاستثمارات للنهوض بالخدمات الاجتماعية.
وقال جيرمي هوبس المدير التنفيذي للوكالة ان "النساء هن الضحايا المنسيات في العراق".
واضاف "رغم مليارات الدولارات التي تنفق على اعادة اعمار العراق والمكاسب الامنية الاخيرة، فان ربع النساء اللواتي اجريت معهن مقابلات يؤكدن انعدام فرص الحصول على المياه يوميا، كما ان ثلثهن لا يمكنهن ارسال اطفالهن الى المدارس. اكثر من نصفهن كن عرضة لاعمال عنف".
ويقول تقرير الوكالة ان نساء العراق ما زلن يفتقدن للخدمات الاساسية رغم الانخفاض الكبير في معدل اعمال العنف، وتحسن الاوضاع الامنية في البلاد.
واكد التقرير ان اكثر من نصف نساء العراق تعرضن للعنف، وان ربعهن يفتقدن لامدادات المياه، وان اكثر من ثلاثة ارباع الارامل اللواتي فقدن قطاع كبير منهن ازواجهن في معارك لا يتقاضين معاشاتهن.
الاستطلاع نفذته " رابطة الامل" وهي منظمة اهلية للسيدات العراقيات لصالح اوكسفام حيث قالت نحو 60% من السيدات العراقيات ان الامن ما زال هو همهن الاول رغم المكاسب الامنية التي حققها العراق مؤخرا.
وقال هوبس "هناك جيل كامل من العراقيين في خطر. الامهات يجبرن على القيام بخيارات صعبة، مثل اما التكفل بالانفاق على الابناء كي يذهبوا الى المدارس ويتلقوا لرعاية الصحية، او الدفع للقطاع الخاص لخدمات الطاقة والمياه".
واضاف " مثل هذه الخيارات لا ينبغي على اي ام ان تتخذها، وهي لا تهدد فقط العائلات العراقية. انها تهدد العراق نفسه".
وشمل الاستطلاع الذي استند اليه التقرير 1700 سيدة عراقية من بيئات مختلفة ريفية وحضرية، وجهت اليهن اسئلة العام الماضي في اطار التقرير الذي كان عنوانه : السيدات العراقيات يتحدثن عن ابرز التحديات والمخاوف التي تواجههن.
يذكر ان اوكسفام قد سحبت اطقمها العالمة في العراق عام 2004 بسبب تصاعد اعمال العنف، وهي اليوم تدعم المنظمات الانسانية التي ما زالت تعمل في البلاد.

Medact hosts meeting on health in Iraq

On February 11th Medact hosted a well-attended “Life and health for women under occupation in Iraq” about the health of women in Iraq

At the meeting Hanaa Ibrahim, founder of ‘Women’s Will Association of Iraq’ graphically described the parlous state of health care provision in Iraq.

She said that due to destruction of infrastructure, the majority of Iraqi hospitals have no clean running water or sewage disposal. The river Tigris is heavily contaminated with rubbish, waste and excrement. Many hospitals have completely inadequate equipment for medical and surgical services and patients are often required to bring their own supplies of consumables and medicines. Whereas there were 35,000 doctors prior to 2003, there are now only 15,000.

Many women have been widowed and live in poverty. They spend their resources on their families, often neglecting their own health, for example by economising and taking only half a course of antibiotics. Illiteracy is now a problem and women don’t understand the need to boil water. A reported six to seven pregnant women out of ten are having Caesarean sections.

There are many internally displaced persons living in ‘camps’ without any medical cover. There are increased incidences of water-borne diseases such as cholera, and also of polio, hepatitis (A, B and C), and TB. AIDS – previously unknown – is also on the increase. Very few children are being vaccinated. Hanaa acknowledged that that figures were needed and said that available data was often not made public. She called for research programmes and good statistics on these health issues.

Participants spoke of Iraq now being used as a ‘nuclear dumping ground’. It was claimed that there are areas where the ‘background’ radiation has increased 1000-fold since before the invasion, and that there are children with congenital malformations.

Intisar Ariabi described her experiences as a pharmacist in Yarmouk Hospital. Poor security meant that patients often did not come to hospital. When they did they were often asked to buy their own medications, and the system of planned purchase and distribution of medication supplies had broken down. Expired medicines are still sold in the market and there is a need to restore sewage disposal and water and power supplies.

The meeting was chaired by Dr Nawal Zangana of the International Action for Iraqi Refugees.

يقول القائمون على الدراسة أن انعدام الدخل هي المشكلة الرئيسية التي تواجه اللاجئين العراقيين في مصر
قدرت أول دراسة رسمية حول اللاجئين العراقيين في مصر عددهم بحوالي 20,000 لاجئ. والدراسة هي نتاج عمل ميداني وتحليلي دام لمدة عام كامل ونفذه مركز المعلومات ودعم اتخاذ القرار التابع لمجلس الوزراء ومركز دراسات الهجرة واللاجئين التابع للجامعة الأمريكية في القاهرة.
وقد بحثت الدراسة في كيفية انتقال اللاجئين العراقيين إلى مصر والأسباب التي دفعتهم للقيام بذلك وموجز عن مجتمعهم وظروفهم الاجتماعية والاقتصادية والتحديات الرئيسية التي تواجههم.
وتظلل الشكوك عدد اللاجئين العراقيين الذي توصلت إليه الدراسة إذ لا توجد طريقة مؤكدة لإحصائهم بسبب تغييرهم المستمر لأماكن سكنهم ولحالة عدم الثقة التي يشعرون بها حيال مركز المعلومات ودعم اتخاذ القرار التابع للحكومة. وهذا ما عبّر عنه سعيد المصري من مركز المعلومات ودعم اتخاذ القرار في قوله: "لقد أبدى بعض العراقيين حذراً وتردداً في المشاركة في البحث".
وكانت منظمة هيومن رايتس ووتش قد قدرت عدد العراقيين في مصر عام 2007 بحوالي 150,000 لاجئ، كما ذكر تقرير لهيئة الإذاعة البريطانية (بي بي سي) نشر في سبتمبر/أيلول الماضي وتناول محنة العراقيين في مصر أن عددهم يناهز 150,000 شخص.
وتحدثت الباحثة سارة صادق عن أهمية الدراسة قائلة: "من المهم أن نعلم الحقائق حتى نقدم للمنظمات غير الحكومية وواضعي السياسات صورة [واضحة] عن احتياجات العراقيين. ولأنها أجريت على المستوى القومي، فإن الدراسة قد ساهمت أيضاً في رفع الوعي بين المصريين أنفسهم [حول هذا الموضوع] وأشركت واضعي السياسات في تحديد المشاكل".
وجاء معظم الأشخاص الذين تمت مقابلتهم ضمن الدراسة إلى مصر بسبب انعدام الأمن في العراق، كما تلقى 60 بالمائة منهم رسائل تهديد في بلادهم. وقد حصل معظم اللاجئين على تأشيرات سياحية للإقامة بصورة قانونية في مصر وقاموا ببيع منازلهم أو إنفاق مدخراتهم لتغطية تكاليف السفر.
كما أفاد 60 بالمائة من المجيبين على أسئلة الدراسة أنهم مسجلين مع مفوضية الأمم المتحدة لشؤون اللاجئين، الأمر الذي يخولهم الحصول على الخدمات الأساسية وفتح ملف إعادة التوطين. وعلى الرغم من ذلك، لم يحصل سوى 5 بالمائة فقط من هؤلاء على موعد للمقابلة الخاصة بإعادة التوطين وأقل من واحد بالمائة قد تم قبول إعادة توطينهم في بلد ثالث.
انعدام الدخل
وأضافت سارة صادق الباحثة الرئيسية في الدراسة قائلة: "انعدام الدخل هي المشكلة الرئيسية [التي تواجههم] ويليها التعليم". فالعراقيون يعتمدون على الحولات المالية والمدخرات التي تتضاءل باستمرار.
وقد شعر المجيبون بالأسى لانعدام فرص العمل في مصر إذ يتوفر القليل منها فقط وهي قليلة الأجر، كما من الصعب جداً العثور على وظيفة تناسب المؤهلات العلمية. بالإضافة إلى ذلك، ترتفع الإيجارات بشكل سريع وهناك صعوبات عديدة تتعلق بإصدار وتجديد أذونات العمل.
وقال أحد اللاجئين العراقيين الذي فضل عدم ذكر اسمه لحساسية وضعه في العراق: "توقفت عن إرسال أطفالي إلى المدرسة هذا العام بعد أن أصبحت الرسوم المدرسية باهظة الثمن وأفر لهم مدرسين خصوصيين عوضاً عن ذلك. كما ضاعف مالك المنزل الإيجار ولذلك قمت ببيع سيارتي في بغداد ...وأنا أخسر جميع مدخراتي".
وقد قامت مصر بالتوقيع على اتفاقية عام 1951 الخاصة بوضع اللاجئين مع بعض التحفظات، حيث لا يمكن للاجئين العمل في مصر دون تصريح، كما أن حصولهم على الخدمات يبقى محدوداً جداً. وعملياً، يعتبر العمل بالنسبة للاجئين في مصر مستحيلاً إلا إذا اختاروا العمل بصورة غير رسمية.

Lack of income is the main problem for Iraqis in Egypt, authors of the survey sayCAIRO, 11 December 2008 (IRIN) - A first official survey of Iraqi refugees in Egypt tentatively puts their number at 20,000. The product of a year’s field work and analysis by Egypt's Information and Decision Support Centre (IDSC) and the American University in Cairo's Centre for Migration and Refugee Studies, the survey (not available on the internet) looked at how and why Iraqis came to Egypt, their population profile, socio-economic conditions, and the main challenges they face. There is some uncertainty about the 20,000 figure as there was no sure way of capturing all the refugees due to the transient nature of their residence, and a degree of mistrust among them of the IDSC, a government body. “Some Iraqis were cautious and reluctant to participate in this research," the IDSC’s Said al-Masry told a discussion panel on the survey’s findings in mid-November. Human Rights Watch estimated in 2007 that the number of Iraqis in Egypt might be about 150,000, and a BBC report on the plight of Iraqis in Egypt published in September also mentioned the figure of 150,000. Sara Sadek explained why the survey was important: "It is important to know the facts in order to give NGOs and policymakers an understanding of the needs of Iraqis. Being a nationwide survey, it has also raised awareness [of the issue] among Egyptians and engaged local policymakers in identifying problems," said Sadek. Most of those interviewed for the survey came to Egypt because of insecurity at home; some 60 percent had received threats. Most acquired tourist visas to legalise their stay in Egypt; their travel expenses were covered either by selling their houses or using savings. About 60 percent of respondents are registered with the UN Refugee Agency (UNHCR), allowing them to receive some basic services and open a resettlement file. However, of these, only 5 percent have been given a date for a resettlement interview, and fewer than 1 percent have been accepted for resettlement in a third country. Lack of income "Lack of income is the main problem, followed by education," said Sara Sadek, the lead researcher. Iraqis have been depending on income from dwindling remittances and savings. Respondents bemoaned the lack of job opportunities: There were few jobs available, wages were low and it was very difficult to find a job commensurate with educational qualifications. Rent had been rising fast and residency permits were complicated to process and renew. "I stopped sending my kids to school this year as the fees got too expensive. We are opting for private tutors. The landlord has doubled our rent. I sold my house and car in Baghdad, but because of the situation here, I am losing all my savings," said an Iraqi refugee who preferred anonymity due to the sensitivity of his position in Iraq. Egypt signed the 1951 UN Convention Relating to the Status of Refugees, with reservations: refugees cannot work in Egypt without a work permit and access to services is very limited. تتزايد المخاوف في محافظة نينوى الشمالية التي تقع على بعد 400 كلم شمال بغداد من احتمال حدوث تسرب إشعاعي من منشأة نووية سابقة.
وفي هذا السياق، قال مسؤولون محليون أنه من المحتمل أن تكون المنشأة التي تم بناؤها في الثمانينيات من قبل مجموعة من الشركات الأوروبية والروسية لصالح حكومة الرئيس السابق صدام حسين، هي السبب وراء تزايد حالات الإصابة بالسرطان والتشوهات الخلقية بين الرضع والكبار على حد سواء.
وقال دريد كشمولة، محافظ نينوى أن "السلطات الصحية في المحافظة سجلت عدداً من التشوهات بين المواليد الجدد بالإضافة إلى عدد من الإصابات بالسرطان بين الراشدين. وتتوقع السلطات الصحية أن تسرباً وتلوثاً إشعاعياً من منشأة نووية سابقة هو السبب وراء التشوهات والإصابات بالسرطان".
وأضاف كشمولة أنه قبل أربع سنوات، تعرضت منشأة عيداية التي تقع على بعد 35 كلم غرب الموصل، عاصمة محافظة نينوى، لعمليات نهب على يد السكان وتم بيع بعض موجوداتها الملوثة بالإشعاعات في أسواق الخردة المحلية.
وأخبر شبكة الأنباء الإنسانية (إيرين) أن فرقاً عراقية قامت يوم 23 سبتمبر/أيلول بوضع سياج حول المنشأة وجمعت الأشياء التي تمت استعادتها هناك. وأضاف قائلاً: "نتوقع أن ننتهي من العمل قريباً ونامل أن نتمكن من إيقاف إي تسربات محتملة".
أكثر من 10,000 شخص في خطر
ولكن النعيمي أفاد أن هناك ما بين 10,000 و12,000 ألف قروي يعيشون قرب المنشأة مما يجعلهم عرضة للإشعاعات ودعا لتضافر الجهود الدولية لمساعدتهم.
وعن ذلك قال: "مازال القرويون يملكون بعض الأشياء الملوثة بالإشعاعات مثل البراميل والأواني والأحواض الخزفية والأنابيب المعدنية والقضبان الحديدية والأجهزة الصحية. كما نخشى من أن تفاقم أمطار الشتاء تلوث الأرض".
وأوضح أن السكان المحليين أصيبوا بأمراض أخرى بالإضافة إلى السرطان، مثل التشوهات والعمى وسقوط الشعر وتغير لون البشرة.

وقال النعيمي أن لجنة الصحة والبيئة أطلقت مناشدات عبر وسائل الإعلام دعت فيها السكان لإعادة أي مواد قد تكون نهبت من المنشأة وعقدت اجتماعاً لنشر الوعي حول أضرار الإشعاعات ونصبت لوحات تحذيرية قرب الموقع.
وكانت منشأة عيداية قد قصفت من قبل القوات التي قادتها الولايات المتحدة خلال حرب الخليج عام 1991، كما زار المنشأة مرات عدة فيما بعد مفتشو الأمم المتحدة الذين أمروا بإغلاقها وحرق كل أجزائها ومعداتها.
غير أنه أثناء الفوضى التي خلفها الغزو الذي قادته الولايات المتحدة على العراق عام 2003، اقتحم السكان المحليون المنشأة ونهبوا التجهيزات التي تم دفنها من قبل وباعوها في في الأسواق. وتشير الفحوصات التي قامت بها لجنة الصحة والبيئة أن التجهيزات تحتوي على هيدروكسيد اليورانيوم وغيره من المواد الإشعاعية المضرة بصحة الإنسان.
وقال النعيمي أن "الأمر يستدعي اهتماماً دولياً...فربما تكون مناطق واسعة قد تلوثت... بما فيها دول الجوار".

وخمسة ملايين يتيم، (اليونيسيف) تقترح تخصيص عام 2008 لدعم... أطفال العراق

يدرك كل ما يجري في العراق أن المؤسسات التي جاءت بها سلطة الاحتلال في العراق، وهي مؤسسات أقامتها سلطة الاحتلال على أسس طائفية ومذهبية وعرقية ليكرس عبرها احتلاله، وقادت تلك المؤسسات بالضرورة إلى سيطرة المليشيات الطائفية على كل مؤسسات الدولة، إضافة إلى تفشي ظاهرة الفساد المالي والإداري والتخلف والعنف والقتل العشوائي والتهجير والتشريد والانفلات الأمني بكل معنى الكلمة.
واستمرار الاحتلال الأمريكي وما خلفه من انهيارات في كل مناحي الحياة ، لم يجلب للعراق اليوم غير الويلات والمآسي، التي انعكست آثارها الكارثية على كل مكونات الشعب العراقي.
ويأتي الطفل العراقي في صدارة من لحقت بهم الكوارث التي ترتبت على الاحتلال؛ وفي هذا الشأن تشير إحدى المنظمات التابعة للأمم المتحدة، والتي تعنى بحماية المرأة، وعكفت على دراسة واقع المرأة العراقية بعد الاحتلال (2003)، وخرجت بمؤشرات "أن النساء العراقيات يسود بينهن شعور بعدم الأمان، وهو شعور يسود بين أغلب العراقيين يشعرون بأن أمنهم مفقود. وأن المرأة والطفل أقل قدرة على مواجهة هكذا نوع من التحديات".
حسب الإحصاءات الحكومية الرسمية وتقارير المنظمات الدولية (اليونيسيف) عن عام 2007 يوجد في العراق اليوم نحو 5 ملايين يتيم، لم تتعد أعمارهم سن 17 سنة، يعيش معظمهم ظروفاً اجتماعية صعبة ومعقدة. وأشار التقرير إلى أن:
ـ عدد الأطـفال النازحين في سن الدراســـة الابتدائية 220000 طفل، لم يستطع ثلثاهم مواصلة تعليمهم عام 2007، ولم تتجاوز نسبة الناجحين في الامتحانات الرسمية 40 في المئة من مجموع الطلبة الممتحنين داخل البلاد.
فضلاً عن أن 760000 طفل لم يلتحقوا أصلاً بالمدارس الابتـدائية. كما أن 30 في المئة من الذين لم تتعد أعمارهم سن 17 سنة في العراق لم يتمكنوا من أداء امتحاناتهم المدرسية النهائية.
ـ وبلغ المعدل الشهـري للأطفال النازحين جراء أعمال العنف والتهديدات من الميليشيات والجماعات الإرهابية 25000 طفل تراوح أوضاعهم بين التهجير الداخلي والهجرة الى دول الجوار (تحديداً في أعقاب تفجير مرقدي الإمامين في سامراء في شباط (فبراير) 2006.
ـ وهناك 11000 طفل مدمن على المخدرات في بغداد، كما أن أطفال لعراق باتوا فريسة للاغتصاب، إذ تعرض عشرات من الفتيات في سن (12 سنة) إلى التحرش الجنسي، وأن هناك أماكن بعينها تستخدم لممارسة الجنس مع الأطفال في بغداد والمحافظات الأخرى، عملت مجموعة من المنظمة على رصدها، وعلى رغم من انعدام الأمن مشكلة العراقيين جميعا إلا أن تأثيره المباشر يكون في الأطفال ونساء أكثر من سواهم.
ـ أن حياة ملايين الأطفال مازالت مهددة بسبب العنف وسوء التغذية وقلة المياه الصالحة للشرب.
بعد الغزو الأميركي أطفال العراق يعانون أشرس ما يمكن أن يمر به طفل في عالم اليوم؛ حيث مشاهد القتل اليومي التي طالت الأطفال، ودوي القنابل من قبل الطائرات المقاتلة الأميركية التي تدوي فوق سماء بغداد وفي المدن العراقية الأخرى والانفجارات وصوة إطلاق الرصاص والجثث المتناثرة، وينتشر الأطفال في شوارع بغداد وفي كل المدن العراقية الأخرى ، للتسول أو العمل في المهن الرثة التي تمثل انتهاكاً لطفولتهم، وغياب الجهات الحكومية المعنية بشؤون الطفل وانعدام عمل المنظمات الإنسانية والعالمية ومنظمات الأمم المتحدة، والسكوت يومياً من قبل الحكومة صنيعة المحتل على مئات الانتهاكات ضد الطفل العراقي.
والمنظمة العربية لحقوق الإنسان فرع النمسا وهي تتابع تلك الأوضاع المأساوية التي أتي بها الاحتلال تحمل دولة الاحتلال وحلفائها المسؤولية الأولى لهذه الأوضاع الكارثية التي لحقت بالشعب العراقي، ويشاركها بالطبع تلك المسؤولية الحكومة صنيعة الاحتلال، ولا تعفي المنظمة المجتمع الدولي والأمتين العربية والإسلامية من مسؤوليتهم جميعاً في السكوت على تلك الأوضاع.

In August, the number of Iraqis who returned home from abroad or from internal displacement soared to 37,835, compared with 20,546 in July and 16,338 in June. Baghdad and Diyala Province, just to the north, account for more than 90 percent of those numbers.
Millions remain displaced, and in September the pace slowed, with 23,821 returning to their homes. But the monthly average for the 10 months beginning in August 2007, according to the UN figures, was only about 11,000.

UN officials say it is critical that the Iraqi government act quickly and be less bureaucratic in helping the returning refugees, including providing adequate education and schools. Experts hope improvements in schools will reinforce the idea that neighborhoods are safer, so that still more people will return

Over all, the sentiment around Baghdad seemed a mix of hope and anxiety, which together translated into endless calculations and complex compromises: Should the whole family return, or just the adults? Is it wise to reclaim a home in a previously mixed neighborhood? Or might it be better to find a new one in an area dominated by one's own sect, and dare again to trust neighbors enough to contemplate a basic act like letting a child walk to school alone?

BAGHDAD, 17 August 2008 (IRIN) - While the rate of people fleeing their homes in Iraq has decreased during the first half of 2008, daily life for the thousands of internally displaced persons (IDPs) living in tent camps remains grim, the International Organization for Migration (IOM) said in an assessment issued on 15 August. "Tent camp residents have little or no access to basic services, cannot protect themselves against the elements or extreme weather, and are located far away from medical care, education and other services," the IOM statement said. "These harsh conditions, combined with a cultural aversion to living without familial privacy and personal dignity, make tent camps a last resort for Iraqi IDPs." The assessment, which was carried out in conjunction with Iraq's Ministry for Displacement and Migration and the Iraqi Red Crescent Society, also said that although the number of IDPs living in tent camps remained very low compared to the overall number of IDPs nationwide - some 2.8 million – they were often the most vulnerable and in constant need of humanitarian assistance. Unbearable camp conditions IOM, the 125-nation migration body, described the miserable conditions in Iraq’s largest IDP camp, al-Manathira, which is 20km south of Najaf (about 160km south of the capital, Baghdad) and home to 231 families (about 1,400 individuals). بروكسل (رويترز) - تخلى وزراء داخلية الاتحاد الاوروبي عن دعوات للاتحاد لقبول المزيد من اللاجئين العراقيين بعد ان قال رئيس الوزراء العراقي نوري المالكي ان حكومته تحاول اقناع اللاجئين بالعودة الى الوطن للمساعدة في اعادة بناء العراق.
وتقدر المفوضية العليا لشؤون اللاجئين التابعة للامم المتحدة عدد اللاجئين العراقيين في الخارج بنحو مليوني لاجيء معظمهم في الاردن وسوريا المجاورتين. وهناك اكثر من 2.5 مليون نازح داخل العراق. وتسعى المفوضية منذ فترة لدى الاتحاد الاوروبي من اجل قبول المزيد من اللاجئين العراقيين.
ودعا وزير الداخلية الالماني فولفجانج شيوبله الدول الاوربية في ابريل نيسان الى بذل المزيد من الجهود من اجل توفير المأوى للمسيحيين من اللاجئين الذين فروا من العراق الى الدول المجاورة لتفادي العنف العرقي بعد الغزو في عام 2003.
وقال شيوبله للصحفيين ان المالكي خلال زيارته لبرلين في وقت سابق هذا الاسبوع دعا المانيا الى التخلي عن هذه المبادرة.
وقال شيوبله "انها (الحكومة العراقية) تسعى لدينا في الاتحاد الاوروبي كي لا نقدم على اتخاذ مبادرات اخرى قد تكون لها نتائج مناوئة لجهودها."
واضاف شيوبله ان المالكي اكد على ان الوضع الامني اصبح افضل وان العراق يعمل على اقناع اللاجئين بالعودة مضيفا ان هناك حاجة لعودة اللاجئين من اجل اعادة بناء البلاد.
وقال بيان للاتحاد الاوروبي تم الاتفاق عليه يوم الخميس ان الاولوية هي لتوفير ظروف تسمح للاجئين بالعودة الى وطنهم واشار الى ان بعض دول الاتحاد قبلت لاجئين دون دعوة دول أخرى للقيام بالمثل.
وفي برلين دعا المالكي الشركات الالمانية الى الاستثمار في بلاده قائلا ان الوضع الامني قد تحسن بدرجة كافية.

IAIRs First Charity Bazaar

International Action for Iraqi refugees (IAIR); was officially launched in a fund raising bazaar in London on Sunday 27th April 2008.

The main purpose of this bazaar was to raise awareness of the plight of Iraqi refugees in Syria, Jordan and Egypt and to raise funds for IAIR’s health and educational projects to support them in these countries. The turnout was excellent. Many of the attendees remained at the Bazaar for over three hours, chatting and enjoying the lively atmosphere. There was some delicious Arabic food, a barbeque and traditional Baqlawa deserts on offer. The stalls were varied. Some was selling Jewellery, artwork, books, DVDs and decorative household items. All money raised through stalls, prize draws and raffles will go towards financing the charity’s project. However, we have hopes for a bright future as we are proud to announce that £5,262 was raised during the event and many donations also came afterwards from those who were unable to attend the event.

“We are here today to launch the work of IAIR; we have been planning and working for a long time now, for this important project. It is heartening to see so many people here today to support our work.” Said Mrs Maha Shakarchi, the chairwoman of IAIR.

“The day was brilliant, there was a lot of enthusiasm from the young people, a well spent Sunday” said Alan, one of the many young Iraqis who turned out to help make sure the day went on smoothly.

Coverage of the Bazaar was aired by Al Sharqiya Television who said “A group of Iraqi women got together to express their concern and support to their country and its people. The gathering was more than a Bazaar but it was an occasion for Iraqis in the diaspora to get together aiming to support their people in their plight".

Many IAIR members donated their time on a weekend to come and help run this highly successful event, many brought their own children along to help! The event would not have been possible without the public’s donations of items and support. It is always important to remember that while we are living in luxury here there are thousands of displaced Iraqis who have suffered around the world and struggle to satisfy their basic living requirements.

“We are touched by the generosity of the public, especially the Arab community in the UK. We as Iraqis living in the UK, will use all possible means to assist our people in their hour of need. We are hoping to convey to the British public, the true picture of suffering of the displaced Iraqis. We will endeavour through our work to build bridges of understanding between our people and the British public.” said Dr. Nawal Zangana, a founder member of the board of IAIR trustees.

A ‘Surge’ for Refugees

IT is a grave humanitarian crisis: 1.5 million Iraqi
refugees living in deplorable and declining conditions in Syria and
Jordan.

They are clustered not in camps but in overcrowded urban neighborhoods, crammed into dark, squalid apartments. Many have been traumatized by extreme violence. Their savings are dwindling; many cannot afford to pay for rent, heat and food; few have proper medical care.
After meeting with refugees, leaders in both Syria and Jordan and United Nations experts, we came to the inescapable conclusion that this crisis could endure for years and that much more help is needed now.
There is absolutely no denying that the United States has a special responsibility to help. The sectarian violence these Iraqi refugees have fled is a byproduct of the invasion and its chaotic aftermath — yet America has paradoxically done far less than its traditionally generous response.

But while the United States must lead, the scale of this humanitarian emergency and its uncertain duration require international contributions, including the active participation of European and Gulf Arab states.
The refugees face three alternatives: return, remain or resettle. None is a good option. It is too dangerous to go back, they will become increasingly destitute if they remain where they are, and yet only a few will be resettled in other countries.
The United States and the international community must therefore take three actions to ease the plight of displaced Iraqis until the day comes when they can safely return home.
First, these refugees simply need more aid. We estimate that to serve this population a minimum of $2 billion is needed annually for at least the next two to four years and it is fitting that the United States cover at least half of this cost.
Contributions from the international community have been woefully inadequate. So far this year the United States has given only $208 million in direct humanitarian assistance for displaced Iraqis. The gulf states have given $11 million since last October. And with its significant oil funds, the Iraqi government must do better in assisting its own uprooted citizens: the $25 million it has allocated in this year’s budget is grossly insufficient. Host countries must also allow nongovernmental organizations better access to Iraqi refugees and affected local communities.
Second, because a sizable population of Iraqis will not return home under any circumstances, more refugees must be resettled in more third countries. Unfortunately, many doors have closed or are being closed. Again, the United States must lead, and it is failing: our government has resettled fewer than 5,000 Iraqi refugees since the war began.
This year America should at a minimum meet its target of resettling 12,000 Iraqi refugees and fulfilling its commitment to admit 5,000 Iraqis (and their dependents) who have worked for the United States and are eligible for special immigrant visas.
In the years ahead, the United States can realistically admit at least 30,000 Iraqis annually. European countries — especially Britain, which, like America, bears a particular responsibility — should be taking in larger numbers of vulnerable Iraqis like single women with children and those who worked for the coalition.

Over 2.4 million vacated their homes for safer areas within Iraq, up to 1.5 million were living in Syria, and over 1 million refugees were inhabiting Jordan, Iran, Egypt, Lebanon, Turkey and Gulf States. Most Iraqis are determined to be resettled to Europe or North America, and few consider return to Iraq an option. Iraqis have no legal work options in most host countries and are increasingly desperate and in need of humanitarian assistance. They face challenges in finding housing, obtaining food, and have trouble accessing host countries’ health and education systems. Their resources depleted, small numbers of Iraqis have returned to Iraq in the past few months – between 28,000-60,000 people – but Iraq’s struggling government recently warned that it can’t accommodate large numbers of returns. Most of those who returned were subsequently displaced again.

The violence in Iraq has reached a deadly tipping point.
"Iraqis who are unable to flee the country are now in a queue, waiting their turn to die," is how one Iraqi journalist summarized conditions in Iraq. Refugees International has met with dozens of Iraqis who have fled the violence and sought refuge in neighboring countries. All of them, whether Sunni, Shi’a, Christian or Palestinian, had been directly victimized by armed actors. People are targeted because of religious affiliation, economic status, and profession – many, such as doctors, teachers, and even hairdressers, are viewed as being “anti-Islamic.” All of them fled Iraq because they had genuine and credible fear for their lives and the lives of their loved ones.

Neighboring countries are overwhelmed by the massive influx of Iraqi refugees.
Iraqi refugees are overwhelming the basic infrastructure of Iraq’s neighbors, in particular Jordan, Syria and Lebanon, raising concerns over further destabilization of the region. Jordan, Lebanon and Syria consider Iraqis as “guests” rather than refugees fleeing violence. In October, Syria ended its open-door policy and imposed visa restrictions on Iraqi refugees. In Jordan, where 70 percent of the population is of Palestinian origin, Iraqis have to pay for the most basic services. In Lebanon, Iraqis live as outlaws, hiding from arrest, detention and even deportation. Egypt, the most populous Arab country, hosts 130,000 Iraqis, but has closed its borders to additional Iraqi refugees.

The Government of Iraq is not providing adequate assistance to displaced Iraqis.
The Government of Iraq has finally provided $25 million to Jordan, Syria and Lebanon to help meet the needs of Iraqi refugees in these countries. Yet, despite numerous requests from neighboring countries for more involvement, the Iraqi Government has failed to deliver additional assistance. Instead, the Government has actively encouraged a policy of returns, by asking neighboring countries to close their borders, providing financial incentives to refugee families, and issuing non-exit stamps when refugees return to Iraq. Similarly, the Government of Iraq’s inability to manage the Public Distribution System of food has led millions of displaced Iraqis inside the country to lose the only assistance they were receiving. Despite billions of dollars remaining in its national budget, the Iraqi Government is spending an extremely small amount to assist its internally and externally displaced populations.

UNHCR does not have enough resources to assist Iraqi refugees in the Middle East.
Although the Office of the UN High Commissioner for Refugees received more than $152 million for Iraqi refugees and internally displaced people in 2007, this equals only about $30 per person. The agency needs far more funding to provide adequate protection and assistance to Iraqis, and has requested $261 million for 2008. The agency lacks the resources to process refugees’ documentation adequately. Without staff to monitor borders, UNHCR depends on national governments for updated information on new arrivals. UNHCR is also unable to provide significant assistance to Iraqis, and other UN agencies have been slow to acknowledge the extent of the crisis. The fact that Lebanon, Syria and Jordan are not state parties to the 1951 Refugees Convention further reduces UNHCR’s ability to protect refugees.

The U.S. Continues to Delay Resettlement or Iraqi Refugees

The U.S. fell far short of its promise to permanently resettle 7,000 vulnerable Iraqis in the 2007 fiscal year.

Policy Recommendations
The United States must begin by acknowledging that violence in Iraq has made civilian life untenable, creating a refugee crisis that is essentially exporting the nation’s instability to neighboring countries. To deal with this crisis, Refugees International recommends the following actions:

1. Given its central role in Iraq, the US should lead an international initiative to support Middle Eastern countries hosting Iraqi civilians and increase direct bilateral assistance to countries hosting Iraqi refugees. Leading the response to the Iraqi refugee crisis should be a focal point of US diplomatic efforts in the Middle East.

2. The US and the UN must work with the Government of Iraq to increase its capacity to respond to the needs of its people. The Iraqi Government’s use of international donors’ funds must be monitored.

3. Donors must continue to increase their support to UNHCR, and other UN agencies must increase their relief efforts for Iraqi refugees.

4. Western countries, including the US, must agree to resettle particularly vulnerable groups, without prejudice to their right to return to their country as recognized under international law.
